Permitting
Flowing Solutions takes a simplified approach to in-water permitting. We lead permitting efforts which include developing strategy based on agency cooperation. Our expertise includes Joint Permit with Corp of Engineers and Department of State Lands, and JARPA permitting in Washington. We also have extensive Greenway and E-zone permitting in Portland and Gorge Scenic Act permitting experience. Our simplified approach is based on providing baseline information expected from review agencies and do not generate extraneous information and filler. We have obtained all permits we have applied for based and work closely with the reviewing agencies and established a level of trust and respect for developing win-win solutions.
Eastbank Esplande
This project included initial strategy development, agency coordination, and mitigation planning and establishment. Innovative bio-engineering was developed to demonstrate that such techniques would work on the Willamette in highly challenging areas with high wave energy and public use.
Andrew completed the permit application process and conducted negotiations and structured win-win agreements to obtain the required permits for all of the Eastbank in-water work elements.
South Waterfront
Working closely with the City of Portland ESA group, Andrew developed a biotechnical engineering design which enhanced several hundred feet of degraded shoreline. This permitting process helped form the basis for the Streamline Team at the City and establish a new process for city projects that reduces process and time for the city to obtain permits.
Flowing Solutions is providing permit strategy and technical advice to the City for continuing development along the South Waterfront Greenway.
